Partisipasi Petani dalam Pengendalian Pemanfaatan Ruang Kawasan Berbasis Pertanian

Abstrak: Banyak kawasan perkotaan yang saat ini bermetamorfose dari daerah pertanian menjadi kawasan perkotaan. Kota Sragen merupakan salah satu kota yang tumbuh di daerah pertanian yang subur. Sejarah menyatakan perkembangan suatu daerah akan berbanding lurus dengan tingkat kesuburannya. Begitu pula cikal bakal dipilihnya lokasi Kota Sragen sebagai pusat pertumbuhan. Kota Sragen berada pada lokasi paling subur di Kabupaten Sragen, yaitu di daerah aliran sungai Bengawan Solo.  Ditetapkannya Kabupaten Sragen sebagai salah satu lumbung padi Jawa Tengah mengharuskan sektor pertanian kabupaten ini harus bisa mempertahankan produksinya. Bertujuan mengenali dampak perubahan iklim pada sektor pertanian Kabupaten Sragen dengan menggunakan metode pendekatan berbasis masyarakat berhasil teridentifikasi bahwa perubahan iklim menyebabkan perubahan kesesuaian lahan yang ada di Kabupaten Sragen termasuk Kota Sragen. Dalam beberapa tahun terakhir infrastruktur pengairan pertanian yang dibangun banyak yang tidak berfungsi sehingga tidak lagi bisa memenuhi kebutuhan air petani dalam beradaptasi dengan perubahan iklim. Tidak menemukan solusi untuk memenuhi kebutuhan air, pembuatan sumur pantek dan sumur air dalam menjamur di kalangan petani. Hampir semua petani di daerah yang berlokasi jauh dari jaringan irigasi primer harus mengeksploitasi air tanahnya untuk bisa mempertahankan mata pencahariannya. Daerah pertanian dengan hasil pertanian dan masa tanam cukup stabil adalah daerah pertanian sekitar jaringan irigasi utama yang pada kondisi eksiting justru merupakan kawasan pusat pertumbuhan dengan trend alih fungsi lahan pertanian tertinggi. Tanpa adanya upaya perubahan kebijakan pemanfaatan ruang untuk fenomena tersebut bisa dipastikan siklus air tanah akan terganggu dan terancamnya ketahanan pangan Kabupaten Sragen secara keseluruhan. Hasil penelitian ini menunjukkan bahwa pendekatan top down dalam perencanaan tanpa melibatkan partisipasi petani telah menyebabkan pemanfaatan ruang pada kawasan berbasis pertanian menjadi salah arah dan justru menentang asas-asas pembangunan berkelanjutan.

Kajian Kondisi Parkir Berdasarkan Kebutuhan Dan Karakteristik Kawasan Singosaren Kota Surakarta

Abstrak: Surakarta city as a city of culture, commerce, and industry is still growing and continues it’s development. The demands of fulfillment communit’s needs as city community is increase in line with economic growth. The areas that supported by strategic location in the Surakarta started to get filled by trading center. Singosaren region is a trade and service region witch is located in the central of Surakarta and scattered in Gatot Subroto street, Dr. Rajiman street, and Yos Sudarso street. Trade and servics activities that happen in these areas started to cause some transportation problems, such as using the roadside as a loading dock, vehicles that park in the roadside can cause traffic jam and also a there is a change in pedestrian function becoming parking area and street vendors. Thus, there is a needs to a suitable parking system to slove these problem and it’s location. The method used in this study is the quantitative approach viewed from human existence, the trade activities and the place, to assess the parking in Singosaren trade area. The analysis used in this study is analysis of the availability of parking area based on the region characteristics and the analysis of parking area need in Singosaren. Outputs of the analysis are used to determine the condition of Singosaren trade area viewed from the characteristics and needs. The results of the analysis area is the parking requirement Singosaren based activities require outside-street parking.

Kinerja Feeder Berdasarkan Pergerakan Komuter Kereta Api Koridor Yogyakarta-Surakarta

Abstract: This research is based on the increasing need of transportation services in Surakarta for road users due to the additional needs from the commuter of Yogyakarta-Surakarta corridor rail. The purpose of this study is to determine feeder performance as a component of an integrated transport system to accommodate the commuter of Yogyakarta-Surakarta corridor rail movement. The research was conducted by comparing the movement and need of commuter with the operating system condition of feeder from mass transportation type in Surakarta. This type of research used in this study is a descriptive study. This study aimed to describe the characteristics of social and commuter movements in detail. It is also used to describe the existing condition of the feeder operating system in Surakarta City.The research was conducted by analyzing the suitability of mass transportation operating system, which is bus and angkot, as feeder with the movement of commuter. The operational system of bus and angkot is reviewed from several variables : time, rates, availability of service, availability of mode, affordability of stops/shelters , comfort, and safety. The suitability of each variable is compared with commuter’s need and also with the applicable guidelines. The suitability shows the performance of each variable. If the operating system of each variable is suitable with the movement of commuters and the guidelines, then it has a good performance.From the analysis, it is found that the performance of bus and angkot in Surakarta City when compared with the movement of commuters is still not good. The majority of operational variables of this two kind of transportation mode is not in accordance with the commuter’s need and guidelines. This unsuitability as explained previously shown that the performance of feeder, which is bus and angkot, have not been able to accommodate the movement of commuters in Surakarta City.

Abstract: Development of public housing in Surakarta, to utilizing unused land and to reduce slums settlements. Another purpose, development of public housing in Surakarta, to provide decent housing and affordable rent rates for low income people. Moving people from slums and congested to mass housing/public housing, should be continued with the support of the people who inhabit to exist, satisfied, comfortable and well-developed economic conditions, resulting in improved quality of life or well-being of occupants increases and flats achieve development goals.

This study was to examine the effectiveness of development public housing in Surakarta. Effectiveness views of the suitability of the target group and the occupants are entitled to live in rented public housing. Effectiveness of the construction of public housing also seen an increase in the welfare of the occupants, seen at the time of entering welfare in public housing and having lived in the apartment.

This research study approach, some combination of qualitative and quantitative methods in the analysis. The use of both methods is based on the purpose of the research is to know the purpose of construction of public housing, find out the suitability of the target group of residents, occupants know the improved welfare, and examine the effectiveness of public housing development in Surakarta if the target group in terms of the suitability of the occupants and improving the welfare of the occupants .

Results, the development of public housing in Surakarta effective, because the suitability of the target group in accordance with the requirements of the occupants and the occupants have increased well-being after living in public housing.

Kajian Peran  Trayek Angkutan Umum Terhadap Pergerakan Kawasan Utara Ke Pusat Kota Surakarta

Abstract: Surakarta was split into two regions, one is the north region and the south regions which separated by Anyar River. During the physical trend development of the city still concentrated in the southern region. Existing settlement in the north region had a spread and irregular patterns due to regulatory indecision. That problem causing demand for public transport which sometimes difficult to serve by public transportation. Overlapping route on certain roads cause death route and deserted route in the northern region. Northern region have 2 bus route and 7 mini bus route, while the south region have 23 bus  route and 11 mini bus route. Until now, existing public transportation route not give a lot of contribution in the service of the movement from north to the center city of Surakarta. The existence of fat and thin route in Surakarta resulting of imbalance

between supply and demand. To solve this problems, researcher make a study on the level of service from demand and supply to determine the role of public transport in the movement of people from the north region to the center city of Surakarta. Demand side used in this study is an analysis of the characteristics of the movement. Supply side is the route perception level analysis, operational performance analysis and route scope analysis. From the results of the analysis found the overall conclusion that the supply and demand sides are average in the criteria importance - performance analysis. Demand side that is characteristic of the movement of the population are more inclined to use the movement modes of transport motorcycles compared to public transportation. Supply side of perception, performance and scope can be said that the public transportation route is still not scheduled from headways, frequency, time and operating hours of service. Route is coincident (overlapping trajectories) in trade area and services that reach uneven spreading. The comfort level in each public transportation route is deficient.

Abstract: The industry is an economic activity that processes raw materials, raw materials, semi-finished goods, and / or finished into goods into goods with a higher value, including the activities of design and engineering industry. One of region in Central Java Province is Klaten Regency. Industry is one of the largest sectors in increasing people’s income and generating local revenue (PAD) of Klaten Regency. The most dominant industry is a small industry that is equal to 42%. The develompment of small-scaled industries in Klaten has been increase, characterized by widesprea distribution pattern and growing number of industries, especially the lurik weaving industry. The industries start growing from one village into five villages with 793 industrial enterprise. Theory the location of industries located in places with low risk as well as low-cost (least cost location). The purpose of this study is to identify factord affecting the location preference of lurik weaving industry according to its distribution pattern. The method used in this study is a quantitative method with deductive approach. The samples are 266 industries. In study using nearest neighborhood analysis, scoring analysis and factor analysis by SPSS. The result of the study show that there are two different patterns of distribution of the patttern of spread in six distribution areas and cluster patterns in the three distribution areas. Factors affecting the choice of location the patterns of spread of raw materials, labor location. Market demand, location and quality of the labor market. While factors affecting the cluster pattern is the location of raw materials,

labor location, market location, quality labor market, agglomeration, organization, and how to obtain raw materials. Based on factor analysis, the main factors affecting the location preferece of clusteres pattern is organization, while in the spread pattern is raw materials and location of labor.
